    There's no export license required for a parts shipment valued under $100. However, it still has to be lodged with the AES-ITN system prior to shipment regardless of value. A registered exporter must be registered with CBP/Census in order to receive the International Transaction Number. Lots of folks are mailing parts and pieces without an AES-ITN and they're all in violation of ITAR. BATFE has nothing to do with exports unless it's a Title II firearm, (read machine gun). All firearm exports except pre-1899 antiques and parts shipments over $100 USD are licensed by either DDTC, U.S. Dept. of State or U.S. Dept. of Commerce depending on the type of firearm and parts being exported.     I should add that the NLR status never applies to barrels, breech blocks or bolts.
