I would have it plugged (welded) and re-tapped. It is irritating to look down your barrel and see an off-center mount. Whatever it cost, it would be worth it to me. Windage adjustments weren't installed in scopes to account for off-center mounts.

Get you a job mounting new scopes on new rifles with new mounts. You will realize WHY windage screws on the "rotary dovetail" bases are included!!!
Not ALL rifles that come off the line are done correctly!!
