There was a period of time when there was a shortage of brass, or at least a perceived shortage, and the government let manufactures change their original contract specs calling for brass to be substituted for steel - Cartridge belts, and all sorts of web gear with 'lift the dot' fasters too. The M1icon helmet strap buckles were originally brass but substituted for painted steel and it helps date their age today.
