I'll add to Bob Seijas, I have purchased and fired 160 rounds of some new PPU (serbian) recently, 2 types, 150gr SP, 150gr FMJ. And headed out tommorow to shoot some more. Both performed extremely well out of my 03a3, but keep in mind pressure curve for the M1 Garand is sensitive, I'd rather not bend an Op rod over ammo choice. I would stick with Surplus since its widely available and cheaper(usually).
