I don't think Peter's comment was as much to do with the description, as the rabid response from bidders over something that is described by the seller basically as junk. The seller obviously tried costing repairs and decided it's not worth it.
Yes, it's auction fever at it's worst!
PS- I have no connection to or prior knowledge of the seller, but I do take my hat off to him for answering the questions as best he can.
