I'm not familiar with Yugoslavian belts but it appears to be the same set up used by the Germans. If so, there is a billet sewn on the inside of the belt that has a double row of holes that allow the buckle to adjust for size, correct?

More than likely a civilian police "Sam Browne" belt.

Yep, hard to tell what it really is. I still think it is civilian or at most, a possible police belt of some sort.

You were indeed correct. It did turn out to be a Sam Browne belt. I just found a few pictures that ID'ed it for the most-part. I appreciate the help.
