The issue here is that they still have the original receiver and being sear cut, it is still regarded as a Machine gun, despite the fact that the working parts have been welded solid!

I think you would still need to chop it to bits to import it, but nothing of value could be rescued for this example, even the flash eliminator is pinned and welded in place!
