This has been around for quite a while. First the author of the Bill is not Holder. Holder is a kid who was murdered that the bill is named for.

The author of the bill is Bobby Rush, a radical Democrat congressman from Chicago. One of Rush's previous jobs was Minister of Defense of the Black Panther Party at which time he wouldn't have supported a bill like this I promise you.

The bill as of this moment has zero sponsors and I figure zero chance of passage right now. I saw Rush interviewed and even he conceded that. That dosen't mean that in the next year or two, maybe after 2010 if things go the Dems way we may not see this actually brought to the floor for a vote.

    Keep your powder dry.

You're talking apples and oranges here. The bill that Bobby Rush is pushing is the "BLAIR HOLT" Registration and Licensing bill. It was named after Blair Holt, a teenager who was shot to death in Chicago.
ERIC HOLDER is the Attorney General of the United Statesicon, who is pushing the new "Assault Weapons" ban (but did not write it). My understanding is that it was written by the staffs of Diane Feinstein and Charles Schumer, with a lot of help by the Brady organization.
