    So they have a leather spacer on top of the bolt head?? If so, why?

    No but it's hard to say what's happened in the hundred plus years since it was made. There's something blocking you...I'd use the screwdriver and use a flashlight to see what's there. Then dig it out from the side. Wish I was closer, we'd have it sorted now...
