Vintage scope question

those old ten-a-penny crappy old ex British No32 telescopes

We rigged a mount for a .50 cal that we were shooting single rounds out of. We had a few shots and then it was all foggy, apparently we separated the lenses...OOPs...

Things were stiff, but the turret still will not budge

Perhaps it's would all the way one way and is jammed. It shouldn't need small screws loosened I shouldn't think...

The reticle looks 100% centered when looking through the scope. Doesn't the whole reticle move when adjusted? That's what makes me wonder if the dial was maxed out and jammed in one place. I know its impossible to tell for sure unless the scope is in hand. Were any of these scopes made and calibrated to one specific rifle/load? As in, were any of these made to be unadjusted? Just windage adjustable via the rear base/mount? This has what looks like the original claw mounts, the rear is windage adjustable.

The reticle looks 100% centered

Perhaps frozen in place? The original rings and mount would shed light here...I'll bet. The only thing like that nonadjustable would be tank sights and field piece sights...
