From the images provided this appears to be a Revolver Cartridge Belt Model of 1903, (U.S. Martial Web Belts and Bandoliers: 1903-1981, R. Stephen Dorsey, pages 43-46) for caliber-.38 revolver cartridges. This belt should have eight pockets. It doesn't appear there is a "sabre ring" assembled which would be the mounted version, and this belt appears to be the dismounted model.
