That's so he can carry it slung and still have it sort of pointing downrange. The guy climbing down has his collars on the small of the butt and under his left hand up front. That one will carry flat like an M1 carbine...with the bolt handle in his kidneys... The rest all appear to have slings on and slung...

No, these are legit henchmen. They would be out gunned by even a suburban soccer mom in California. As a dicktator when the populous is unarmed you can send out old men that hold rifles upside down to do your bidding.
