You're correct about the exports but wrong about imports capt14k. Do you have an (08) import FFL or are you an ITAR registrant with the State Department? I'd guess not?

27 CFR 447.41(c)(2) states: An import permit is not required for the importation of minor components and parts for Category I(a) and I(b) firearms except barrels, cylinders, receivers, (frames), or complete breech mechanisms, when the total value does not exceed $100 wholesale in any single transaction.

It seems you are correct. Now where do stocks fall? Also says that you need not be a licensed importer if for personal use but you need a form 6 for parts exceeding $100 wholesale but scopes are now exempt as are accessories.
