I believe that the standard scope mounted on these rifles was a Pecar, and that Parker Hale bases were used. The receiver ring was drilled and tapped for the front block, the rear base is a replacement for the rear sight, so no mounting holes were required. The foresight would be a standard PH target sight. One version of the rear base had an integral aperture sight, where the battle sight would normally be found. In the absence of this non-adjustable aperture, I do not know what the auxiliary rear sight would be. The presence of the rear base would prevent the use of a PH5C, etc. There is a version of the 5E which will clamp on a PH type scope base.
The Enforcer is a legitimate member of the Lee Enfield family, and is a variant sniper rifle. While the rifles are certainly not common, desirability is a matter of opinion. Personally, I agree with Stevo; I would have a hard time trading a correct 4T for an Enforcer.
