    Possibly for grenades? Those circles look roughly the size (hard to say without having one on hand) for the little round canisters each grenade comes in. Not sure how other nations package them but it would make sense to me because it would leave the circle indents on the top and bottom, and you would want them held tightly.

    If it's not grenades then surely it has to be for some sort of fuze?
