Prisons made or still make there own clothing. Very big industry in the USA. That style looks like middle 1950's.

It is likely something along those lines. The style of construction and lay out and style of the buttons is very Russian in origin. Those coats were not unique to the gulag, they are also construction workers, miners and equipment operators jackets. I had a green one some time ago and it was very warm.

Bought this coat at the thrift store, and I believe it’s a military issued coat but not sure,

This looks like WWII Soviet Military winter jacket to me. The pattern on the inside is consistent with how the Soviets used to sew their jackets.
