Prisons made or still make there own clothing. Very big industry in the USA
. That style looks like middle 1950's.

in origin. Those coats were not unique to the gulag, they are also construction workers, miners and equipment operators jackets. I had a green one some time ago and it was very warm.

This looks like WWII Soviet
Military winter jacket to me. The pattern on the inside is consistent with how the Soviets used to sew their jackets.
