I believe I have seen this photo before it was describe as being of a US Marine shooting range in Southern California but I forgot the name of the range but it is not Camp Pendleton.
Edit: It was Camp Matthews near La Jolla, CA.

Yes, AFAIK only you Marines do "snapping in." I don't recall ever doing that in the Army.
Real men measure once and cut.

That's what I think they're doing too... Yes, we did dry firing practice with rifles, used to with FNs and I taught it with AR family too.
