1891 ARGENTINE MAUSER holes in stock?

Happened across a nice matching # 1891 in great condition with holes like the ones in the photo in the stock. Any ideas? The photos are of a carbine. Mine is a rifle. Same holes.
Stumped.

Someone fitted a finely adjustable peepsight/diopter to the stock, being unwilling or unable to fit it to the receiver.

That was all I could come up with but seems unlikley that I would find a photo on line with the identical pattern and location. Not to say that is not the answer. Only other scenario I could conger up was a grenade or volley sight?
Easy enough to patch up. Now If I can find an early (short) hand guard I will have a decent example.
