likely if its a Universal, its already tapped by the factory,
remove it from the stock, and look on the left side of the reciever.
you might get lucky and see some black plastic plugs, pop em out, and your ready to mount a scope base.
id be a buyer on the 17 if its priced right, and has a un modified barrel.

A Collector's View - The SMLE Short Magazine Lee Enfield 1903-1989. It is 300 8.5x11 inch pages with 1,000+ photo’s, most in color, and each book is serial-numbered. Covering the SMLE from 1903 to the end of production in India in 1989 it looks at how each model differs and manufacturer differences from a collecting point of view along with the major accessories that could be attached to the rifle. According to the info i've seen here, the barrel is original. The Bomb with a W is stamped on everything. I'll get you the pics tonight and you can make an offer.
Original iron sights on it also.

The scout scope mount for the carbine I found at Fulton Armory Fulton Armory Home Page

As for the scope mount for the M1917 go with the S&K mount instead of the b-square mount, b-square is usually a much cheaper made item.
S & K Scope Mounts Home Page - rifle scope, scope mounts, Insta-Mount, SKulptured Mounts
I dont personally have experience with this mount but some folks I know do have it and love it.

I have the B Square mount on a Win M1917 in .375 Ackley. It has never moved in the 15 years I've had it. I have a Leupold 2-7 on to keep the weight down.
