K98 accuracy issues?

I just bought an all matching K98 and decided to take it to the range. I shot at 100 yards and barely any went on target with the ones on target being scattered everywhere. I was shooting old surplus ammo but i do not remember what kind of surplus ammo it was. I later shot my K31 with Prvi Partisan ammo and got a good grouping

Id like to also add my Mauser bore is in good condition. Has anyone had this problem before? Could it be the gun or just the ammo?
