From information that is available, I read that Col Robert Sears (WRA RS cartouche) was a US Army ordnance inspector from 3 Aug 1937 to 30 June 1941. Last duty was at the
Hartford District. Col Sears left Winchester on June 30, 1941 and Winchester did not produce any M1 rifles from June 25th to July 8th 1941. The start of production on July 8th
1941 was serial number 114523. Would this rifle have had the WRA WB double box cartouche ?
