looks like the early Ideal (1892) lubricater and sizer, not quite sure ..
It is a Lyman #45 post WWII and pre-1974. It appears to have a handle extention welded on and and maybe a brazing job on the front lube chamber. HTH, Ric
That brazing job is old lube that's been cleaned off. I screwed it down and used it today. It works like a champ, every bit as good as my 450's.

Heck, I've got two of them and a 450. I use the old 45 most of the time. Just make sure you don't loose the set screw for the nose puch. Its an odd thread and a bit of a pain to find a replacement for.
When they tell you to behave, they always forget to specify whether to behave well or badly!
