There is an acid process to strip chrome or nickel. I used to bead blast it off with silica sand beads. It takes a long time. You need bright light to see the change in colour from the chrome to the under bonding metal to the original metal. Then the re finish as you say. I did it lots with 45s that came from South America in the 80s. They mostly turned out ok. If you don't get all the chrome you will have a shiney spot. Back to the bead blaster.

FWIW, you can remove nickel through electrochemical means as well - try asking your local plating shop
