I just read a post on another forum submitted by a purchaser of a Gibbs A4. It seems the position of the W&E knobs got reversed in manufacture (at least when the scope is installed "by the book"). The poster contacted the dealer about an exchange/repair and was advised "sorry about that they were all made that way".

On the plus side he is reporting under 2" groups with his first batch of handloads.
