The DCRA rifles had a separate serial number applied. I believe there is a known list of all DCRA rifles. A search for that here and a few other sites will yield that information.
Verify that your rifle is there, and there's your answer. If it was made as a purpose built civilian target rifle, the chance for a post DCRA conversion FTR had long past.

The rifle is in amazing condition but the serial number is Bl11926 there is just enough patina on this rifle that shows light usage over the last 70 years but absolutely no signs of an FTR.
