It is an Italian
API round, made for aircraft MGs. From the pic it doesn't appear to be in very good condition, and there should be a blue or green tip marking. In good condition it's a $5 round, but not for that one. In addition, your location could be a problem.

I am not an ammo collector, I was just intrigued by his 'description'.
By the way, he is asking for $20.

BPD: Bombrini Parodi Delfino 1939.
Looks as if it has spent a lot of time in a machine-gun belt, likely for one of those Vickers guns the Italians were given in War One as war aid, many of which went to their Air Force.
Nice specimen, but I live in a Free Country where such things are anathema to the gentle heavily-armed souls who order us about. It would have to end up in the river, keeping my beautiful Buckinghams company.
Does anyone have a section drawing of how this critter works?
