Is This Just An Umbrella Stand

I found this while cleaning my garage and was wondering If it could be a piece of trench art or just an umbrella stand. It is 13 1/2 inches in length and 4 1/2 inches in width. Thank you for any help.

It's not trench art, but it does look incomplete.

Thank you to all who helped. Now I wonder how it came to be in my family nobody left still living to ask.
