Type 38 Need help with confusing Identification

I am looking for someone that I can email photos to. I have purchased a type 38 with what I think is an extremely low serial number plus a school marking but also has japanese chartacters burned into stock that I cant identify. Any help appreciated

If you can't post images, take a picture of the markings and take the pict to a local college, university or even a Japanese restaurant!
