Why use a 50 pound bomb when a 500 pound bomb will do?

You can always rat him out to the ebay authorities, but that might make them cease all scope listing, etc.

other scope
If you look at the photobucket with the listing,it looks like he put the wrong pictures up,as there are 2 different scopes. No clue what the second one is. Nice No 53 though.Photo and image hosting, free photo galleries, photo editing

Two sellers, same guy?
Interesting. I looked at this thread, clicked on the link, and then while I was "on Ebay anyway" decided to snoop around a bit. I searched Ross rifle, and came up with, among other things, a "deactivated" bolt for a Ross cadet. The seller is interesting--different user name, but same essential contact information, one presumably the wife, the other the husband? Ebay has fairly strict rules about having "multiple personalities"................
Take a look at the two listings:

Ross Rifle 22 1917 Bolt Deactivated | eBay

I doubt that they would care at all. It is not like an specialist auction house, where articles are often inspected by in-house experts before being accepted and listed. The organizers of on-line auctions appear to have no more responsibility than the organizers of a fleamarket or bootsale. That is to say, evidence of the selling of stolen goods would presumably promote action, but differences of opinion as to originality of the goods - forget it!

I have been following his auctions. His prices are out of control. Check out his auction for a BA 21 rear Enforcer base only:

That same part was available in the white from Numrich for about $25.
I don't know how the sight fulfills function 2 in his description - the peep sight has been ground off!
Also, his idea of mounting the scope using ONLY the ring on this base is a very doubtful proposition.

The real answer here is for ebay to make every question asked appear on/in the format AND the answer!

I know nowt about WW1 sniper scopes. But that is not necessary to pose the screamingly obvious question: How did Parker-Hale manage to make a sniper scope in WW1, considering that the company was NOT renamed Parker-Hale until the 1930s?
And no, you can't wiggle out of it by saying "of course, it's the company that later became Parker-Hale". It was definitely still A.G. Parker in WW1. If you allow this vagueness, then I.M.O.H. you are permitting yourself the same inexactitude as that used by unscrupulous sellers to create a spurious provenance.
