Yes it is!
I suspect that that Rifle has a Savage Bolt!

A late war ('44) Savage bolt by the s/n and an early war cocking piece.
Wonder if this rifle was a re-capture, perhaps from the Germans.....? Any other markings on the butt ?

No, no markings on the Butt or the Stock or underneath the Butt Plate, there is an R on the Flat of the Barrel and a 4 0 slightly to the side of that, I think that this is a Parts Gun put together at Federal Ordinance of S. El Monte Cal., who was the Importer.

Ex Indian STATE forces. AL is Alahambra(?) state as I recall from the Indian Army Liaison Officer at work a couple of years ago. That's why nothing matches!
