With the EGA on the pocket and a crease on the SSgt. blouse so sharp you could shave with it and the rag bag private look of the others. It looks like a Marine Corps DI performing an inspection.
It also looks like the M1garand that is being held at Port Arms looks like it has lock bar sights.

Inspect arms with bayonet fixed Phil? I thought he was adjusting a port arms position...but I agree, looks like MCRD or something. Love those HBTs...

Inspection arms would be several movements starting at and ending in port arms. BUT If he was doing that movement his bolt would be in the locked back position. He may be about to rack it back..

Could the US Marine be inspecting allied troops? Are we sure they are US? I never heard of rifle inspection with bayonet fixed, either.
