That bolt has been polished and blued without being bead blasted to remove the parkerizing first. It should never have been blued anyway. I've seen a few items done like that. Just strip it and have that part done, nothing else needs done. It may have had an electropencil number on it that was removed and thus polished. Blue was all the gunsmith had... The wear marks have come since that blue job.

That makes sense, thanks Jim. Do you (or anyone else) have any idea where I could get this re-parkerized in the Toronto area, or alternative somewhere I could send it off to in Canada
?

Yes, bluing is basically a rusting process that can age to that color, especially if the temperature wasn't right.
Real men measure once and cut.
