Need Help With 9mm Headstamp

Does anyone recognize the headstamp on these 9mm rounds?
What I'm seeing is a Delta or triangle, the identification of 9mm and what is probably the year of manufacture which is 89.

At first I thought it was 68 but when put in its proper orientation it became obvious. My friend gave them to me. They're in a box from office staples so there's no identification or lot number accompanying them.

I'm am assuming they may be some type of surplus? based on the primer sealant but I have no idea. They are rather tarnished so I'd like to have an idea what they are before I clean them to use. Also the weight of the bullet would be nice to know. If they can't be ID'd I'll pull them down for the components.
