It looks like a pre-1954 Birmingham Military Proof mark to me; BM = Birmingham Military.

It does appear to be a proof of some sort, not a lined out serial number and that's what I told the owner. Figured I'd post it here to see what the experts thought. He's been telling everyone it's a forced match bolt but while the serial number isn't where it's supposed to be according to Stratton, there is no indication there ever was one where Stratton says it's supposed to be, on the underside of the handle. Barrel end has that weird little "Not England
Made" stamp that is almost impossible to read.
I guess the next question would be why someone stamped over the proof mark.

That confirms it as a Birmingham Military Proof. BTW, beware Stratton. His books on British rifles are laced with errors.
