Not quite, BLR meant repairable but "beyond local repair", i.e. it needed to go to a base workshop or higher, but was not necessarily scrap.

There is also a view/observation that there may be another "BLR" marking out there that has nothing to do with the British/Commonwealth system of equipment marking......
