Winchester Model 75 Questions
I'm trying to help a friend with a Winchester Model 75 Target that he inherited. It is still in the cardboard shipping box it came in from the Raritan Arsenal in 1958. It appears to be parkerized. The problem is that it is missing the bolt. By what percentage does this decrease its value? Is the bolt serialized to the receiver? What is the correct bolt for this gun?

That is an unusual problem. There is no known standard for making such a calculation, but if I saw that gun for sale I would probably assess it as having only about 70% of the value of a similar but complete Model 75. I have not checked my source materials, but I believe that the bolts are not serialized. Finding a suitable replacement would not be impossible but probably difficult.
I also believe that the rifle was originally blued when it left the factory, so the fact that it is now parkerized affects the value negatively for some collectors even though it was likely done at RA. The same is true for the USGI Mossberg M44 .22 trainers. The blue guns always bring a premium over the parkerized ones which have been refinished.

Actually that is incorrect. The bolt may not be serial number STAMPED, but it is electropenciled with the serial number. Every on I have is and so are the Winchester 52's. They were handfitted and headspaced and then numbered.
As to parkerizing, yes the MILITARY ordered and had Winchester 75's parkerized. Some do, and some dont have the U.S. stamped or engraved on the rifle.

Yes they were all numbered to the rifle. Now the cost to replace is not cheep. Most 22cal bolts bring more that actual rifle.

It sounds like you have some nice USGI Model 75s. How about posting some pics of them for the rest of us to study?
